Every number is computed from BC government spatial data (BC Geographic Warehouse, pulled Sept 12, 2026) with the province's own published methods. Footnotes name the dataset or document.

2. Watersheds over the threshold

The 1992 Okanagan timber-harvesting guidelines set equivalent-clearcut-area (ECA) ceilings of 20% in community watersheds, 25% in fisheries-sensitive watersheds and 30% elsewhere.5 Scoring every Freshwater Atlas drainage unit in the region (144 units of 50 ha or more):

Every community watershed is scored on its full designated polygon, including any part outside the study area (Coldstream, B.X., Duteau and Vernon extend north of Highway 6). Designated units under 50 ha (Klim 4 ha, Swayne 12 ha, Trapping Creek 38 ha) are left out. Skiing Brook (Big White) has never been logged; its ECA comes from short high-elevation stands.

Tolko's Forest Stewardship Plan (FSP 684) sets no numeric ECA limit for community watersheds — it requires a qualified-professional assessment instead — and a 25% ECA limit above the snowline only for fisheries-sensitive watersheds in the Kamloops/Merritt units.7

Why nobody is bound by these numbers. Under the Forest and Range Practices Act there is no ECA limit in law. The only rule for a community watershed is FPPR s.8.2: prevent the cumulative hydrological effects of forestry from resulting in "a material adverse impact on the quantity of water or the timing of the flow of the water to the waterworks" or on human health.12 The 20/25/30% figures were Forest Practices Code-era guidance (1992 guidelines, 1995/1999 Interior Watershed Assessment Procedure) — triggers for a watershed assessment, never caps — and since 2004 the licensee's own professional decides what is appropriate. The Forest Practices Board: "it is the licensee's stewardship decision to make based on the projections of risks."13 So the argument is not "they broke a limit"; it is "the province's own guidance says these watersheds are over the line, and no one is bound by it."

3. Idabel Lake

Idabel Lake and Kallis Creek are not designated community watersheds; they drain to the West Kettle River (Kettle watershed group), not to Mission Creek/Okanagan Lake. The Hydraulic Community Watershed (Kelowna) is the neighbour to the north.8 The KW blocks straddle two Freshwater Atlas drainage units:

5. Fire — the official rating, and what actually burned

BC Wildfire Service rates 88% of the Idabel Creek unit High or Extreme threat. That rating (PSTA) is 60% modelled head-fire intensity on VRI fuel types at 90th-percentile weather, 30% historical fire density, 10% spotting. Young pine plantations are typed C-4 (immature pine), one of the most volatile fuel types in the Canadian system, so young cutblocks come out Extreme; the PSTA document itself says the rating must be validated at the stand level.14

Our check — what burned at high (stand-replacing) severity in the Okanagan, both sides of the lake, 2015–2024, by forest structure (same method as the province-wide burn-by-structure study):16

Read this carefully. In this region and decade the province-wide finding (big old growth burns ~3× less than second growth) does not hold: second growth burned less, and less severely, than old growth in every zone. Inside individual fires the picture is mixed — second growth burned hotter in the White Rock Lake fire (2021), old growth burned hotter in McDougall Creek (2023). Two things drive it: the 2015–24 fires here ran up valley slopes and plateau edges where the remaining old growth sits, while most plateau plantations were outside the perimeters; and much Okanagan 'old growth' is beetle-killed lodgepole pine or high-elevation spruce-fir, which burns stand-replacing by nature. So: do not argue 'old growth burns less' in the Okanagan. What the data supports here is narrower and still useful — the official Extreme rating on young cutblocks describes potential fire behaviour, not what has happened, and the residents' concern should be framed as slash, access and ignition next to a community, not as a general fire-resistance claim.

6. Questions for the field meeting

  1. What ECA does Tolko calculate today for the Idabel Creek and Kallis Creek drainage units, with which recovery curve, and what ceiling does it manage to? (Province's 2015 curve gives 20% and 18%.)
  2. What silviculture system and percent retention is planned for KW1068 and KW1070–1073? BC Timber Sales used a retention system on all six Carmi Road blocks above Penticton in 2025–26.
  3. Whose cutting permit will KW1068 be — Tolko's under FSP 684 or Snpink'tn's under FSP 696 — and who decides retention and the hydrologic assessment?
  4. FDU 3 harvest schedule 2027–2036 around Idabel, Hydraulic and Barge lakes: how many hectares per year, and what will the ECA of the two drainage units be in 2036?
  5. 88% of the Idabel Creek unit is rated High/Extreme wildfire threat by BC Wildfire Service. What fuel treatment, slash disposal and retention is planned so the blocks do not raise threat next to the lake community?
  6. HYD096 was permitted at 1.7 ha and logged in December 2022 — what was it for, and is more cutting planned there?
